Deepinder Uppal is a senior technology executive, AI architect, and U.S. Army combat veteran. His career sits at the intersection of artificial intelligence, national security, space, and public service.
He has led programs spanning AI, cloud architecture, geospatial intelligence, autonomous and agentic systems, tactical-edge computing, data-mesh architectures, and large-scale data integration — supporting civilian, defense, intelligence, law-enforcement, and space missions. The through-line is translating emerging technology into operational capability.
That work includes advanced Space Domain Awareness capabilities; identifying and targeting “ghost vessels” using Synthetic Aperture Radar; integrating live telemetry into Earth-science visualization environments; and AI-enabled threat analysis and real-time situational awareness.
He has held senior technology, data, innovation, and public-safety leadership roles across federal and state government — including Chief Technology Officer at the U.S. Department of the Interior, Chief Innovation Officer and Chief Data Steward for the State of Michigan, and Assistant Division Director within Michigan’s Criminal Justice Information Center, supporting national criminal-justice information systems including NCIC and the Interstate Identification Index.
A former tenured university professor, he has led academic research and development initiatives exploring advanced logic, Bayesian methods, and social-media intent analysis.
Ambitious systems that turn emerging technology into operational capability.
Phillip Avery is a senior technology and product executive whose career has centered on designing, delivering, and operating technology for government and public-sector missions — across government organizations, systems integrators, and Fortune 500 companies supporting complex public-sector environments.
He has held leadership roles spanning product management, program and project management, product design, infrastructure and operations, and service delivery, including Chief Product Officer and Vice President of Infrastructure and Operations. That breadth gives him an unusually complete view of how government technology moves from an operational requirement through design, development, deployment, and long-term sustainment.
His work has meant leading multidisciplinary teams across mission-critical enterprise environments — coordinating government stakeholders, technical teams, integrators, vendors, and operational users, and translating mission requirements into capabilities that hold up under the constraints that distinguish public-sector systems: complex governance, legacy infrastructure, security requirements, procurement limits, interoperability, and continuity of operations.
Rather than treating infrastructure, software, product design, and operations as separate disciplines, he works the complete lifecycle of a capability. As Co-Founder, Chief Operating Officer and Chief Executive Officer of Defensive Bias, he brings the operational and product discipline that turns advanced technology concepts into usable, scalable, sustainable systems for complex mission environments.
Understand the mission, design around the user, build for the realities of government.
